I would also consider your Monitor as well. I have had a couple monitors fail to initialize until the driver loads and starts outputting native (or closer) resolution. Perhaps it is a borked driver install too?
Try your old card and then move back to the 480 and do a clean driver install and see where that takes you.

It doesn't matter that its a brand new card or not, they too can have problems. Just try a different card and a different monitor before you decide to rma your mobo. Also, if your using the DVI port on your video card, try the other one if its equiped with two of them. Try your card on a different pci-e slot, and also try a PCI video card if you have one, and if you get a bios screen then flash to a new mobo bios and properly reset it just in case its a corrupted bios by chance. If all this fails then rma your R3E.
