Its lower Frequency, not Voltage.

The 95W TDP version got slighty lower nominal Voltage (That still, many Processors of the same model usually got its nominal Voltage though some range of values and not a fixed one, so this one could consistently have lower values than the 125W TDP ones) that may explain why it got a lower TDP as it should be consuming less power. However, if they are the same quality Bins, then there is no real difference bewthem them besides nominal specifications.
