if they are the same parts, then there is normally lower leakage on the lower wattage that makes it run hotter even though it takes less power. lower leakage parts also tend to not clock as well. it would be interesting to see if its a real difference or if they are the same part and amd just missed the tdp rating of 125W and it was low enough to be in a lower bracket.
