Don't know if it will fix everyone's but before it used to throttle a lot after 4.25 GHz on my i7 920. However, after I disabled the CPU TM Function under Advanced -> CPU Configuration -> CPU TM Function in the bios, I get a constant 21X multiplier lock upwards so far to 4.4 GHz. For reference, I have the 0804 Bios. It seems the TM function is the thermal management function which is tripped when overclocking high and causes the multiplier to drop. Hope this helps!
