From what I can tell the customer rep asks for the email and tests to make sure it's active(ie: it can receive emails) and then asks for the rest of your order info. At the end you'll be told that an order confirmation email has been sent and that's all. You don't even need actual access to the email address, it just has to be able to receive the email from microsoft.
I've found that if a customer rep seems clueless, tell them you'll call again later, hang up and redial and wait for a competent person to answer.
