The improvements he has shown will give the typical overclocker better results because C3's will require less voltage and consequently less cooling to achieve a good stable 4GHz+ system. Think of it as the voltage/temperature curve being pushed further towards the cliff at the end. The cliff of maximum benching clock under LN2 and LHe may be the same, but there's more headroom back in the smooth part of the slope where most users will operate: above average air cooling and intermediate water cooling.
