That is a bit of an open ended question. There are so many factors that would need to taken in consideration. I don't think anyone could give an answer, or even a guess! Here are just a few:-

Make of fan
Make of rad
Make of pump
Make of waterblocks
Number of components being cooled
Overclocking
The list goes on....
