Here is something peculiar about my GD70. To unlock it to a quad I have to do this:

1. Leave EVERYTHING on auto
2. Turn on ACC and ECC firmware to special
3. Save and exit
4. Then change ram settings, voltages, etc...

If I set my ram timings and voltages the board will not POST as a quad. So try leaving everything on auto except maybe a vcore bump. Then if you POST as a quad you can change ram settings. This is all coming from my experience on 1.5b3.
