It might be. Unfortunately, it doesn't sound like ATI is making many changes in terms of GPGPU and isn't going to catch up much, if at all.

gpgpu derivatives are new to world and doesnt have much useful applications that are meaningful ( what a sentence ). ati has time to catch up it is not matter think of first x64 cpus most of them sold before seeing a 64 bit os

And most multi-core chips were out LONG before any software was ready to take advantage of it... (and most still aren't...)
