Hopefully this makes it clear. The blue line represents cooled water coming into the blocks. EACH block fills with water, circulates though the block (represented by the Yellow line) and then water from both cards exit (represented by the Red line). Kapeesh?
To further expand on DP's pic and explanation, the instant the water hits the BP plug, there is enough restriction in the loop to force the water into the first card, flow balances out from there.
