C1E lowers the voltage and multiplier when the system is idle or under light load. The voltage lowering only works at stock settings though (on DFI boards it always works though).
I'm not sure what C-state does but I'd really like a good explanation.
Anyone care to share what C-State does? I have found that it will reduce my idle temps.
