From what i know, if you're on 200 bclk that puts your QPI at 3.8ghz with 18x multi (36x multi is actually 18x). The next multi, 22x (44x in bios) would put you at 4.4ghz QPI speed, which is unstable. QPI speed will top out at around 4ghz.
Uncore is the part of the cpu that isn't the core, it has the memory controller and L3 cache. Higher uncore frequency will reduce L3 latencies and should improve memory bandwidth even on same memory clocks. Like QPI though higher clock will need higher QPI/VTT volts.
