My mistake, multiplier is 20x all right.
It's not 21 on all cores when OCed however, it fluctuates depending on load. So if you run, say at 4Ghz with turbo mode and HT enabled, it will drop down to 20x anyways because the CPU detects you are beyond the TDP limit.

So what I said is still valid, just insert the 20x mult Ofc you can "have" the 21x mult for lower OCs and without HT, but then you won't need it in the first place
