look at the phenom its the same range it goes from like 120W to sub 80W, this may also be a sign that its paired with gddr4 or 5 since both use much less power than gddr3 and with a 512bit buss thats alot of power given off from the massive ic count
It uses GDDR3.

AMD's 65nm was ed up royallly, and 45nm was slightly better than general expectations due to litho and stressed silicon. That's a special case.
