This is BIOS screen from Asus P6T Deluxe with Core i7 920:

If you enable Intel SpeedStep, you get Intel Turbo option.

It can't be forced at all :-). Some tips and tricks:
    1. Turbo works according to load and temperature (?)
    2. Right after Windows started, run Cpu-Z
    3. I personally get the max. freq for CpuZ with Prime95 25.6, 1 thread, Blend, but it's possible to get mult. 22 without it - Vista boot (and loading of drivers and background running apps) generates some load which should be enough
    4. Save your CpuZ validation file every second to another file - in one of this files could be the highest frequency - in my case multiplier 22 appears for short time every 10-20 seconds
