Most 45nm seem to like negative #'s for GTL. Try:
CPU GTL Reference (0): Auto
CPU GTL Reference (1):-40mv
CPU GTL Reference (2): Auto
CPU GTL Reference (3):-40mv

I know some have good results with your current settings but i mostly see -'s for 45nm and +'s for 65nm.
