MOST people can not see the difference from 45fps upward.

any GAMER can see the difference most of the time, and most here will go on a rampage about how you can see more than this or that or even a few bold ones who will claim that they can see over 60fps (which is physically impossible)
60hz monitors are perfect you cant see anything different.
the difference is soly in the lcd vs CRT and how it effects your eyes, but your eyes adjust themselves very quickly.
Assembling frames to produce a moving image is an 'optical illusion' ... your brain cannot process information fast enough to rationalize a picture changing more than 15 or 20 times per second. Technically, you can't see even 30 FPS ... it will simply be a blur in time, hence, a moving image.
