The trouble with water is that stuff DOES dissolve in it. So even though you might start with a perfectly non conductive liquid, soon enough it will become very conductive due to the dissolved materials.
Coolant needs to be more than just a carrier of heat. Real world issues like corrosion need to be considered and mitigated.
