It's a very common rule of thumb when using cap tube. Don't know what OCZ engineers have been thinken when designing this.
Actually for a capillary to properly work you need to have both liquid and gas in it. Tilting the filter does have some effect, however of more importance is the contact between teh capillary and teh suction line, intimate contact will insure that we have a liquid stream exiting teh end of the cap tube.
