i got a stock 9800gt in there, and when i try to turn it on, nothing happens at all, no fans, lights, hd, anything... i wouldnt think that 1.47 vcore would burn out the cpu or fry the mobo, so im leanin toward psu too

Try using just the IGP, if everything works then your probably right in your assumption that it's the PSU...
