I just figured out how to do this myself. Not overly difficult but it took CanadaRox and I a bit to figure the number conversion.
Basically you take the decimal number you want, multiply it by 100 then convert it to hexadecimal. You then invert the hex and then enter it into the BIOS using a hex editor. I use UltraEdit myself.
Example:
1000MHz = 100000
100000 = 01 86 A0 (Hex)
Invert = A0 86 01
So you'd enter in A0 86 01 to get a 1000MHz limit.
To find the limit in the BIOS, you'd have to convert the limit to "inverted" hex and then search for it.
RBE shows the limit as being correctly increased but I've yet to flash the BIOS.
I did this to my HD4850 BIOS though the same principles apply to the HD4870 as well which CanadaRox has.
EDIT: Well I got 1000/1400 limits seemingly working, however CanadaRox is having problems with his HD4870. The core limit seemed to work but the memory appears to be an issue.

I moded Sapphire HD4850 bios:
1. Upper limit GPU set to 950MHz
2. moded powerplay: in 3D set 1.158=1.21V (monitoring) - it's max value for Vgpu in bios. If value more than 1.158 - overprotection kick voltage to 1.1V in monitoring
3. fix a bios checksum. original bios

My bios work great with Catalist 8.7 in Windows XP and Vista x64, and don't work with catalist 8.8beta

Edit: Just noticed that ATIflash is on dos, I think I'm going to wait for ATI Tools or ATI Tray Tools to support this card, last time I flashed a bios using floppy disk it ididn't end well. Did anyone tried the renaming trick with ATIwinflash? Did that work? But then I'm at 700/1100 with CCC Overdrive and fan mod, so I'm ok for now.

Actually after more usage, it's no longer idling at 160Mhz 2D mode, it's back to 500Mhz for some reason even when I'm not doing UVD decoding. Any idea? Driver bug or what? I'm using the newest 8.7 Cats.
Ok I've figured it out. If you overclock too much and VPU recovery kicks in, it changes your CCC profile so that 2D clock gets switched to the 'medium' 500Mhz setting and your 3D voltage is also LOWERED by about 0.02v.
I was at around 1.17v with this bios in 3D before, after VPU recover + 500Mhz 2D switch, it dropped down to 1.15v.
Always delete the CCC profile files after a VPU recovery!!!

RBE v1.13 is out now!
It has not many, but powerful new features.
From the changelog:

- Added the checksum calculation method WinFlash uses because for some files, the checksums differ. See built-in-FAQ for more on this.
- Improved checksum balancing algorithm to capture this. This is a completely new method, so there might be some minor bugs, but it is guaranteed to not corrupt any file. Notify me on any strange behaviour.
- Added one-click update functionality for some 48x0 cards which corrects a well known "spin-up bug" and improves powerplay (power saving functionality).
- Added method for overdrive limit increasing. Still experimental, read built-in help text before using this. Power users only!
- Fixed bug with not properly displayed overdrive limits.
