As soon as it boots, on the VGA BIOS screen it reads core Count: 2. Is this just a weird bios bug or am I missing something? As soon as I drop back to 490 it's back to all 4 cores.
520 with a quad! No wonder you're having issues. Try more NB volts + more VFSB. Also, you may need more vcore.
