Excuse me for my english, i'm french.
I prefer 1000 rpm class fans undevolted to 600/700 rpm.
1000 rpm fans make too much noise for my ears.
I like the sound of my silent eagles and scythe sony bearings with 5v (originally 12v/1000rpm fans).
