In the first setup, your FSB is lower than your memory setting. That won't ever work, it's an Intel chipset limitation so be careful to avoid that case.

In the second setup, 333x9 will give you a 3GHz CPU core frequency, your Q6600 can probably run at that speed, but if you got really unlucky it might not be able to, at default voltage at least. So that "might" be what is causing that setup to fail.
