It's called instability. Load-Idle-Load fluctuation is one test of stability. You want me to tell you why it does that though? Your NB is unstable, either add volts or drop it down through multiplier usage.

That's just excellent vdrop/vdroop. Don't even try wanting more, that is tight enough and can be causing your idle-load-idle instability problems, i.e. VCore offshoot out of stability parameters.
