what brand is the other power supply? just because you've tried using both power supplies to to run the system doesn't mean they can give enough current to the motherboard.
The only other thing that could be causing this problem is the ram itself.
if that's the case a newer bios might fix the problem. bios 0903 seems much more stable than 0901 or 0505 did when pushing a higher speed with the ram.
edit: what is the voltage you are setting in the bios for your ram?
if it was the memory, why would there be a huge ripple in the Chipset too? The Other Power Supply is a Apevia, and its really good from what I've used it for.
