Well I've come to realize all these issues are memory related. I tried a set of 2x1gb Crucial Balistixs PC 6400 D9's at the same speeds I've tried with these G.Skills. Well they where worse. I did achive better latencies and better 1m times but they would crash Vista doing a mem test with OCCT. I also flashed to 505 and retested. It was a little better but still just as unstable. So I put the G.Skills back in and retested with 505. The load line calibration would pump vCove up by .05v and my CPU temps where better at idle and slightly worse under load. System was just as unstable and would stop OCCT at the exact same spot, but memory performance was worse then 701. So I'm back on 701 running 423x9 with 5:6 mem div. I'll just have to hold out and see where the next BIOS release takes me.
