The RED S-ata port 1 is for the S-ata boot HD only. The stated coinfiguration works fine on my MB rev1.04g with either BIOS 1707 or 2103.. I have a dual boot setup with Winxp pro and Vista x64 and the DVD works no problems. You are not running RAID and have SATA set to IDE in BIOS ?.
Have you checked the DVD out in another machine to check it is okay? Might be the cable - I suggest try with only boot drive and the DVD using the second hard drive cable as you know that works. .Unlikely but I would also try reflashing the BIOS if that doesn't work in case it is corrupt.

I wish I could figure out a way to test if it's the PSU with out buying a new one. I don't want to spend $150 just to realize it's something else, any suggestions? Maybe unplug all but 1 of the hdd's and one of my Optical drives??? Would that give me enough leeway to work some magic?
