That is VERY cold for aircooling (if you used TAT to monitor the temp).
The coolest I can get my 6600 idling @ 1.325V (DMM measured) is around 38°C, at 3.2GHz, that is... (Coolermaster GeminII, with scythe infinity, it was around 40°C)
I use SilenX Ixtrema silent fans, like to keep the noice/performance ratio decent...

Could your board be undervolting like hell???
It's hard to believe that a cpu that runs so cold cannot clock high...
