Considering the fact that ATi rushed out a video card which they knew TSMC was having problems manufacturing... I'd put the fault at least 50% on ATi.
I have no problem with a company delaying a products release to ensure there are no defects in the design AND that consumers will actually be able to buy the card.
IMO, ATi had a good chance to grab some market share from nVidia due to Fermi being delayed. Unfortunately, they blew it because the card is pretty much non-existent. Last I checked, nVidia is doing huge sales with their current line of cards which is good because they wont stick their third party partners with huge stockpiles of last-gen cards when Fermi finally is released.
