No, not completely, those that are under NDA are actually still under NDA but they were allowed to release a preview of the 4850. They however are not allowed to talk about what's inside the chip and stuff like that.
I'm sure there are quite couple of peeps that know what the R700 is made of, but none of them is allowed to talk about it . Even the 4870 does still not officially exist.
That's true. The french website didn't sign any NDA as ATI don't bother to send them early samples for review. So the reviewers just went to buy a couple of HD4850 and no NDA implies they posted whatever they wanted
