I wanted to get around 4Ghz stable, but after i saw how C-States affect my Memory Benchmark i was a bit like, what the hell. I even wanted to keep C-States on cause sometimes i just surfing around and with C-States on it keeps my idle power consumption and temps down. Damn coulnd't test it only have a Connector C joint
but looked like the OC Station Connector have 10 Pins instead of 8-9 like USB
One important thing: don't lower CPU PLL voltage below default, not good for bloomfield, only good for gulftown, in my experience.
Also, put IOH voltage @ Auto for start and then lower it later, as you don't want some IOH induced instabilities.
Try lowering VTT (QPI/DRAM) as I think it's too high for UnCore @ 3200, but it depends on IMC.
If unstable, raise vCore a little.
BTW, what BIOS are you using? And what cooling? Can't remember if you mentioned before.
