You could try the outer memory slots too, the inner ones might not be the best for achieving high memory clocks.

Did you try higher Vcore? 1.632V seems so low for Core 2, but the low power bin might not like higher Vcore. I'm curious what's the case here!
Can you run some other benchmarks ( like SPi etc ) on the two Xeons when you got some time?
I usually use the outer slots on newer stuff, was not sure about this but will try that with the next chips.

Also tested the first X5260, E0 stepping seemed to not want to run much more than 605FSB regardless of vcore used, so maybe time to tinker with GTL's and NB voltages.
