anyone test gtx680 vs gtx770 at the same clock speed? they have made some massive improvements in power consumption and noise im just wondering if there is any small performance tweaks in there as well

There is no way to do this.

The issue will become one of memory latency. The 7Gbps modules run at a higher latency to achieve their clock speeds while the 6Gbps modules on the GTX 680 use tighter timings.
