There has almost always been a driver lock.
Go check past professional/workstation cards.

Those aren't direct comparisons. These are 2 almost identical cards, both GeForce line, with the same FP64 capability. Much different than a Quadro or Tesla and the equivalent GeForce. A workaround should be much easier.
