Even if they were I really, really wouldn't recommend it. While many GTX 465 manufacturers used GTX 470 PCBs, most GTX 560 448 cards are based off of a GTX 560 Ti PCB + PWM which doesn't bode well for long-term stability if those extra SMs were unlocked.
