The Ballad of Gay Tony, it's an expansion to GTA IV. I tried San Andreas briefly and couldn't stand the horrible driving and camera controls on PC. I also thought the moronic start to the story was too much to take with the tagging and silliness.
Yeah the voice acting, dialog and story in JC need work, but the gameplay itself is much more dynamic. GTA games always play like you're stuck in a world of wannabe gangsters stooping to ridiculous tasks to make a buck. Even the better story GTA IV had to the prior installments suffered from this.
The only time GTA IV runs like crap is when you try to combine too high res with too high shadow settings with hardware that isn't up to it. I think the statements about optimization are overblown really considering the size and complexity of the map. It's also one of few games that uses the more realistic Euphoria physics.
