Microcodes are temporary, and have to be loaded** each time you power up the CPU. They don't change things irreversibly.
By HW I think you mean FW (Firmware). The BIOS is the firmware and every BIOS change is a firmware change although there are modules within the BIOS that are firmware in their own right and may or may not be different from the previous BIOS release.
I can think of no reason for the downgrade to work any differently than it did before, however once the new Rev 3.0 boards come out that may make a difference. That is if it is still possible to downgrade to currently released BIOSes.
If the older BIOS will refuse to boot due to the B3 stepping being unknown to it then I would hope Asus has made a new ROM ID to reflect the stepping change as this will be a hardware change. In this case Asus would start afresh with a new series of BIOS ROMs hopefully sorting out many of the previous problems. we should find out soon enough. In the meantime I would advise against trying to downgrade the new B3 stepping boards with B2 stepping BIOS.
**technically microcodes updates don't have to be loaded at all but they are there to fix errata so are generally a good idea.
