What are the idling temps for you at 1.6GHz and 4.5GHz?
BTW, how much time does the chip stay at full speed when it's not stressed anymore?

Is there no stability issue with constant changes in freq and voltage like this?
Does the chip goes back to lower voltage at 1.6GHz?
