I've never seen issues like that if PLL is disabled.
If you're bored, try a test.
Try 100x45, 1.3v. PLL disabled.
See if you can boot and change various settings like bclk 99.8 to 100.3, and a few random settings in the bios, like vcore 1.3-1.32, HT on/off, etc.
Works fine, right?
I even saw a failure to boot when I was at 100x40 and all I did was change PLL to enabled. (kept saying OC failure and powering off after POST). Took like three three tries for it to stick...
