And what´s the name of it?

That's a simple old style voltmeter measuring the voltage from the Lamptron FCT fan controller, connected to a specially made cable that you can see here:

How did you get those Noctua clips to fit that TY-140? I had to file down my TY-140 to get it to be able to use Noctua fan clips.

I posted some time back the drill bit size to counter sink any fan hole so the stock clips fit. I had 2 120cfm 38x120 fans on it with a third as exhaust on the case, it worked well but was way to noisy for only a 5-7C drop in temps.

Countersinking. Minimally invasive, but oh so careful in gauging the depth to drill.

The plastic cuts easy. I just turn the drill bit by hand, no drill. Five minutes for four holes. If you use a drill you will go all the way through for sure. Then you cant even mount the fan with screws, the hole is to big.
