The thermal design power (TDP), sometimes called thermal design point, represents the maximum amount of power the cooling system in a computer is required to dissipate. For example, a laptop's CPU cooling system may be designed for a 20 watt TDP, which means that it can dissipate up to 20 watts of heat without exceeding the maximum junction temperature for the computer chip.
Power draw and TDP are different things.

Another thing I find funny is AMD/Intel would snipe any of our Moms on a grocery run if it meant good quarterly results, and you are forever whining about what feser did?
6950 and 6970 look absolutely identical, except for the power connector...
Wonder if 6850 can be flashed (unlocked) as 6970...
But still it pulls a rough 298W during furmark.

For the average to stay the same while the minimum decreases, the max (or at least the part above average) would have to increase. That would be extremely odd behavior indeed.
I doubt it is a cpu bottleneck because typically in those conditions the more stressful results have a greater differential score between cards (ie. the graphs flatten out as you go down in AA/resolution). These results are exactly the same between the settings. Also, the ATI cards don't appear to be affected. That's not normal cpu limited behavior.
What's more likely, some odd behavior that somehow makes the scores between settings exactly the same without affecting the ATI cards, or just a bad beta driver that doesn't set AA level properly in this game?
