Here is the math:
If your modular PSU has a 10" ATX 24 pin power cord (to the motherboard) - you need - 24 (leads) x 10" (each lead) = 240" of 1/8" sleeving - just for the power cord.
Now, that's exact so, factor in 10% for errors or waste, so add another 24", so you ~22 feet of 1/8" sleeving.
If you want to also do your PCI-E power connector, lets say you have a GTX460 - so that's 2 x 6pin x 10" (length of video cable), so that another 120" or 10 feet more - don't forget errors or waste so +10% = 11ft
Grand total is 33 ft of 1/8" sleeving and you haven't done the 8 pin motherboard connector or any HD / DVD drives.

PS. I don't know exactly how much 1/8" sleeving is in that kit - so I was just making a point by saying you needed 10 kits. The kit says 30ft of sleeving is included but the picture shows 4 different sizes so that's only 7.5ft per size IF is evenly distributed. I didn't see them specify what exactly is included, but based on only that observation - you'ed need 5 of those kits. AND that's ASSUMING 1/8" is actually part of that kit.
PPS. You mentions sleeving tools - that's a whole other ball game. Some people use bent staples, but the ATX pin tools makes life soooo much easier - its really your call.
