It kind of depends.Thats good cooling and should be sufficient.
However, if youre after rock prime stable
a)you must get a good mainboard that will get you stable HTT/dram freq
b)Have a bit of luck, not all of them gonna do 4.2 air stable.Mine for example is good for 4.1,but not on mine mobo...
4ghz are pretty much guaranteed tho.
