At 4.5Ghz my mobo is downclocking from 21x multi to 20x under load.

IIRC you should set the following:

Genie BIOS Setting
-CPU Feature
--Set VR Current Limit Max: Enabled
--Thermal Management Control: Disabled
--EIST Function: Enabled

But be careful, as then noting stops you from burning your CPU.
