First time cutting of power and clearing CMOS solved it, but second time I found out it will power on if I hold power button for 2-3 seconds. Then I went in the BIOS just saved the same settings again and issue was gone.
I had exactly the same issue on the R2E. This was also the ONLY way I could fix it. It seemed to me to be an issue with changing straps, setting it once crashed the board, setting it a second time, after a 'failed OC boot', finished the strap change and it worked.

Nice to see the bug is still there. lol
