Locate pin 10 on that IC and trace it. The angle of the photo was bad so I'm not quite sure, but pin 10 might be there: http://ceemic.pri.ee/hardware/all/hd4870_up6207.jpg
Then measure its resistance between GND. Card removed from PC first ofc!
