    Your chip is a midddy one, like mine . I have a vid of 1.243v and it can do 4ghz with 1.328v-lod(1.331v bios)-priming 2-3hours(in signature 1.312v it can do about 40 minutes). I don't think that it would go with less voltage on other boards.
    yeap that's correct, it's all on the cpu, mine is more voltage hungry, for 4ghz i need 1.368 in bios LLC on with 1.21vtt in order to be stable @ 200 x 20 with ram running @ 2000cl9 bad luck twice :L934BXXX and the other was a L938bXXX
