In general the 20x multiplier should be avoided because many other related signals are running in sync then and cause huge crosstalk. Most people are going for 19x200, or 21x200.
The only wondering I have about the 21x multiplier and keeping speedstep ENABLED, would it hit 20x at times? My idea is to keep using speedstep since that saves me quite some power, and IMHO the advantage of a somewhat faster system isn't worth it compared to the savings. 3800 is just fine IMHO.
Despite still being on a C0 i920.
I'll only change when there's 32 nm quadcore chips.... 
Oh, about heat. 45 nm chips happily run at air cooling up to roughly 4 GHz. The only time when it gets uncomfortably hot with my Zalman 9900 is when I am running any flavor of Intel Burntest ex. Linx. My core hits up to 98C then
