BBSE wasn't to fond of c7 on AMD.
Actually from my testing the only factor that matters is voltage and how the chip fares with voltage. Does it like voltage or not and does it scale with voltage.
I tested about 6 chips one day at 1.55v on ln2. Every chip hit the same exact max speed for all cores. It wasn't until about just over 1.7v that the chips became individuals and at that point and beyond they started to vary greatly. I have duplicated this quite a few times in diff sessions.
So the reason is not the temps but the voltage range on DI.....you will never get into that voltage range save maybe a valid on DI.
Air is a diff story. Best way to bin for air chips is to test them at the same voltage and just note temps....the hotter they are loaded at same voltage and speed the sooner they will hit a wall. Unfortunately you can't bin ln2 chips on air....seen way to many "good" air chips epic fail when cold.
Chips vary greatly on air/waterahem....24/7 all year round air/water I should say.
Balanced core chips like this are good for testing/reviews and 24/7 rigs but won't do anything stellar PI wise.
